Resident of Massachusetts
Meet the gross income standards
Have needy children under the age of 21
Be pregnant
No-fault fire
Flood
Natural disaster
Condemnation
Foreclosure
Fleeing domestic violence
No-fault eviction
Children exposed to a substantial health and safety risk
