Lackawanna County, Pennsylvania Housing Choice Voucher Waiting List

The Housing Authority of the County of Lackawanna (HACL) Section 8 Housing Choice Voucher waiting list is currently closed. Applications were last accepted from May 3, 2021 until May 14, 2021.

There were two ways to apply during the opening period: 

1. Pick up the application from the HACL main office.
2. Print the paper application.

Once the application was completed, it was postmarked by May 14, 2021, and mailed to the Lackawanna County Housing Authority.

This waiting list had the following preferences:

• Victims of domestic violence, dating violence, sexual assault, or stalking or is seeking an emergency transfer under VAWA from HACL’s public housing program will be equal to five (5) points. The applicant must certify that the abuser will not reside with the applicant unless HACL gives prior written approval.
• Reside or work in Lackawanna County (excluding the City of Carbondale or City of Scranton) will be equal to three (3) points.
• Reside or work in the City of Carbondale or City of Scranton will be equal to two (2) point.
• Veterans, elderly, and disabled families will be equal to one (1) point for each preference.

Selected applicants were placed on the waiting list by date and time the application is received, weighed by order of preferences.
