Planning and Development - SPRINGFIELD offers Residential Loan / Grant Programs that are available through the City of Springfield:    Owner Occupied - provides the means and incentive for homeowners to undertake major upgrades and repairs (currently closed to new applicants)    HOME Loan Program - provides financing for the rehabilitation of rental housing which will be available to low income people at an affordable rent - Developers are encouraged to apply    Sewer Assistance Program - defray the cost of Sanitary Sewer Installation and Connection for low and moderate income families.
